Rotary Club Malta Attends District CongressRotary Club Malta President, John de Giorgio, and Club Secretary David Degiovani attended the District Congress of the Rotary Sicily & Malta District (211) held between the 4th and 6th June in Giardini Naxos.

The District Congress starts the process of handing over from one district team to the next at the end of the Rotarian year every 30 June. The occasion is used to summarise the activities of the Rotary District as well as Club successes and to allow an analysis of the running of the district as a means of improving for future years.

The District Congress also serves as a vehicle for recognition of particular projects and Clubs for outstanding work. Rotary Club Malta's initiative with the launch of the Rotary Hands-On Days, of which two were held this Rotary year, came for specific recognition on two occasions during the Congress. Firstly the Rotary hands-On Day was identified as one of the most successful projects in District and secondly, Club president John de Giorgio was awarded a Paul Harris with 1 Sapphire Award.

During the Congress PDG Attilio Bruno, the District Governor's delegate to the Rotary Council on Legislation, addressed the meeting. The Council on Legislation, Rotary's “parliament,” meets every three years to deliberate and act upon all proposed enactments and resolutions submitted by clubs, district conferences, the General Council etc. The Council itself also makes proposals. >> see preliminary report of decisions at Rotary Council on Legislation.

During the District Congress, a District proposal was moved to establish a District fund to be used for immediate action in the event of natural disasters within the district. The objective was to allow the District Governor the ability to react to such disasters, such as the Messina Flood in December 2009, without the delay caused by the need for the various funds to collect money.

It was agreed that this fund would be built through the usage of 25% of any surpluses in district funds remaining at the end of each Rotary year up to a maximum of EUR75,000.

The District Congress also served as a means to renew friendships built up over the years between the District teams and the Club teams.

The final action of the Congress was the official passing over of the office from Outgoing District Governor Francesco Arezzo to Incoming District Governor Totto Lo Curto.
